A regular loom is designed to create light to medium weight fabrics. It will usually have enough heddles to weave at a close sett (up to about 20 ends per inch) and may have as many as 16 harnesses to allow you to create complex patterns. However, it is not usually built sturdily enough to withstand the firm beat required to make heavy cloth or rugs for any length of time. You can usually create warp faced rugs on a regular loom without too much difficulty.
Rug looms tend to have 2 or 4 harnesses, but are built with much heavier wood and hardware. The beater bars are heavier and may be suspended from above to allow greater force in packing the weaving in tightly. They often come with only enough heddles to weave at 4 to 8 ends per inch, although you can usually add more. The idea is that you will use carpet warp for stability, and then cover it with your weft by packing it in very tightly. It is possible to weave lighter weight fabrics with it, but usually not terribly complex ones, and the softer beat may actually take some extra effort.
