How do I choose a rug that won't shed, yet is thick enough for baby to crawl, and play.?

Yes, many people are sensitive to wool. Perhaps silk, nylon or manmade fibers like acrylic would be a better choice for you. You can send the wool rug out to be professionally cleaned and the process will help stop the excessive shedding. Unfortunately, that is a common problem with hand-tufted wool.
You may also try an old trick used by many carpet and rug manufacturers once the rug is returned from cleaning. Take a spray bottle and fill it 3/4 full of hot water and the other 1/4 with liquid fabric softener (the kind used in the washing machine). Shake the mixture to blend well and allow it to cool completely. Mist on to the carpet. It will not only make the fibers softer but it will also slow the shedding process. Most rugs will stop shedding after a year or so, this shortens the time.
